pre-cook tortellini and set aside

in stock pot heat skim milk and add flour oil and 1 cup cheese, when it thickens add pepper and nutmeg

in a separate container mix bread crumbs with remainder of cheese

mix tortellini with sauce and place in hotel pans and sprinkle bread crumb mixture on top cook for 10 to 15 minutes until bread crumbs turn light brown and serve
